Board of Directors Announces Appointment One Month After the Death of Former CEO, John Siedlarz
Bowie, MD – The National Biometric Security Project (NBSP) today announced that its Board of Directors has appointed Rick Gill as the new CEO of the company. Gill’s appointment follows the passing of John Siedlarz in April. Gill is no stranger to NBSP. As Executive Vice President and Chief Operating Officer of French & Company, a governmental affairs consulting company, he was instrumental in securing the government funding that helped launch NBSP. He has continued to support NBSP’s legislative initiatives ever since.
“Since it began operations in 2003 NBSP has established Biometric Services International, LLC (BSI), the only laboratory, exclusively focused on biometrics, to achieve the coveted ISO/IEC 17025:2005 accreditation for testing,” said Gill. “BSI’s initial testing, training and research charter has expanded to address biometric deployment issues such as vulnerability assessments, requirements definition; articulation of program goals and objectives, application impact studies, life-cycle cost analyses and privacy impact assessments, just to name a few.”
“To address privacy considerations,” Gill continued, “NBSP is developing a unique concept that can authenticate identity in a significantly more secure environment by separating biometric data from biographical and other private data, effectively isolating personal information so that it cannot be compromised during the authentication process.”
“John Siedlarz leaves behind a robust foundation for NBSP to continue to advance the utilization of biometrics as a means of further securing national security and personal identity. I am excited to have the opportunity to take the company to the next level.”
In addition to his service with French and Company, Gill was Sr. Vice President of GAGE International, a Business Consulting and Government Affairs firm and served as the Executive Director of two trade associations: The International Electronic Manufacturers and Consumers of America (IEMCA) and The International Biometric Industry Association (IBIA). Prior to that Gill was the Director of Government Affairs for J.C. Penney Company, Inc. In that capacity, he managed the company’s Washington, D.C. office and was the chief lobbyist and spokesperson responsible for federal, state, and international governmental affairs. He was involved in a myriad of matters typical of many large international employers, including corporate tax, international trade, pension
reform, information privacy, healthcare, commerce and pharmaceutical issues. Prior to his Washington assignment, he held numerous positions of increasing responsibility in the company’s corporate office. He also held a number of sales and marketing positions with General Electric early in his career. His strong business background and understanding of the legislative process make him an ideal candidate for his new position, according to the Board.
Gill received his Bachelor’s of Science degree from Lehigh University’s College of Business and Economics with double majors in Finance and Management.
